Those listed on the rental agreement as authorized drivers who, with the permission of the renter and the Payless location, may operate the vehicle. Must qualify in the same manner as the renter. Debit Cards are not accepted at the time of rental, but may be used as a form of payment when vehicles are returned. Renter is required to qualify with an acceptable credit card at time of rental.
