Liability Insurance
Provisions of Liability vary by state/country.
The renter is responsible for all damage or loss caused to others. The renter agrees to provide auto liability and comprehensive insurance covering the renter, Payless, and the vehicle.
If the renter has auto liability insurance, Payless provides no liability insurance.
A. Where state law requires Payless to provide auto liability insurance, or if renter has no liability insurance, Payless provides auto liability insurance that is secondary to any other valid and collectible insurance whether primary, secondary, excess or contingent.
B. Where customer does not have their own coverage and state law does not require the rental company to provide, customer must be prepared to purchase the coverage from the rental company.
C. Where state law requires, Payless provides bodily injury and property damage liability coverage with limits no higher than the minimum levels prescribed by the vehicular financial responsibility laws of the state where the damage or loss occurs.

Definitions
Bodily injury - to anyone outside of the rental car.
Property damage - to any property damage caused by the rental car.
